The Dunedin City Council is asking the Chalmers Community Board for its view on a proposed road widening to accommodate walkers and cyclists between Careys Bay and Aramoana.
DCC projects engineer Evan Matheson said the council hoped to "chip away" at the $9.6 million project over 10 years, starting early next year.
A 2m footpath would accommodate walkers and cyclists, while the roadway would increase by 0.5m.
Tied in with the project was repairing the historic sea wall, permission for which would be sought from the Historic Places Trust, as the wall is listed as category one.
Disruption to road-users would be minimal, he said.
Part of the council's long-term strategy for harbour walkways and cycleways, the DCC is in the early stages of consulting on the project, which would most likely be publicly notified, Mr Matheson said.
In December, Jane Loten, of consulting firm Opus International Consultants, wrote to community board chairwoman Jan Tucker seeking feedback on the council's proposal.
"It is proposed to reclaim land from the harbour rather than acquire land from property owners who live adjacent to the road," the letter said.
