RWC zone notification

Details of restrictions in Dunedin surrounding advertising "clean zones" and "clean routes" during the Rugby World Cup will become clear in the next few weeks.

Where the zones are, and when they will be enforced, will be gazetted late this month or in early May, Rugby New Zealand 2011 Ltd spokesman Mike Jaspers said yesterday.

And two Dunedin City Council staff are today heading to Wellington for a two-day rights protection workshop, organised and paid for by RWC 2011.

Council marketing and communications agency manager Debra Simes said yesterday two staff members from each Rugby World Cup host city were attending the workshop.

Ms Simes said she and resource consents manager Alan Worthington would be attending from Dunedin.

She understood the workshop would cover compliance and enforcement scenarios, communication and education surrounding the clean zones.

She said the zone around the stadium, under the Major Events Management Act, would be 500m.

The Act stipulates the "clean transport route" must be no more than 5km from the closest point of the boundary of a clean zone.

Mr Jaspers said the details of the zone, and the period it would be enforced, would be clear for each city once they had been gazetted.

The Ministry of Economic Development guide to the Act notes it contains restrictions on unauthorised advertising and street trading, though it does not restrict advertising by an existing organisation which is "honestly carrying out its ordinary activities".
