Changes to southern home-based services will cost more than $132,000 to implement, Southern District Health Board figures show.

The new setup, which excluded Presbyterian Support Otago from the service and reduced providers from 17 to three, is being phased in over several months.

Released under the Official Information Act, costs included more than $85,000 on service design from Auckland UniServices; $22,000 for a probity audit; $14,830 for legal costs; $1291 on community meetings; $4673 on training; $2400 on a sector workshop; and $2016 on advertising.

Health board staff time had not been costed.

Grey Power Otago president Jo Millar said the health board needed to clearly demonstrate, as soon as possible, that the implementation spending had been recouped in the new service through lower cost.

Older people were ''in limbo'' over the transfer process, she said.

Many were yet to switch to a new provider, and did not know what was happening, including whether they would keep their carer.

''It's very messy,'' Mrs Millar said.

SDHB health of older people and disability portfolio manager Sharon Adler said in an email the transition was progressing well.
