Release refused

The Southern District Health Board has refused to release a document outlining a restructuring it shelved after having second thoughts.

The health board had been gearing up to restructure staff in mid-level management in the middle of this year.

However, it instead opted for a softer process, involving focus groups, workshops and one-on-one negotiation. Asked for the document last month, communications director Steve Addison responded this week, saying the paper was ''never completed''. He cited the need for free and frank discussion between public servants as grounds to withhold the document.

The ODT has complained to the Office of the Ombudsman about the decision.
