Provincial NZ to take licensing levy hit

Provincial areas like Otago were going to be penalised through the new system to determine car licensing levies, Labour MP David Parker said yesterday.

Mr Parker told the Otago Daily Times the changes in licensing were misguided and a ''lousy law'' which would hurt people living in the provinces.

The new levies come into effect on July 1.

On average, cars in the regions were older but it was not only people in the regions who would be hurt.

The new levies would punish the elderly and the young - people who owned older cars, he said.

''This will not improve the safety of the car fleet because the cars are all legally on the road and will be used until they are worn out.''

All cars were now given a banding - L1 to L4 - under the new Vehicle Road Rating system.

The lower the band, the higher risk the car is said to present and the higher licensing fee the owner will pay.

Fees vary from $68.46 up to $158.46.

Mr Parker produced figures which showed 40% of the New Zealand car fleet was 15 years or older with 63% of the fleet older than 10 years.

The latest statistics available from 2013 showed the average age of vehicles in the South Island was higher than in the North Island, with the Nelson/Marlborough fleet having an average age of 14.8 years and Otago at 14.7 years.

The West Coast was the highest on 15.5 years, followed by Canterbury and Southland both with 14.3 years.

Asked why it was likely the South had a higher fleet average age, Mr Parker said one reason was people had shorter commuting distances with less wear on their cars.

''This is the sort of stupid policy that turns people off in the provinces. People see all the services and benefits being sucked into the Auckland vortex.''

ACC Minister Nikki Kaye said in a statement some people might be surprised by the risk rating of their vehicle.

The new system would give people greater awareness of safer vehicles, which they might wish to take into account when buying a car.
