The first businesses planned in about $280 million of developments on the Frankton Flats will be open by the end of next month.

Five Mile developer Tony Gapes, of Auckland, told the Otago Daily Times the first four buildings in the two-stage development would be handed over to the clients on September 30, with the long-awaited Countdown supermarket due to open its doors on the morning of October 22.

Other businesses - Briscoes, Rebel Sport, Warehouse Stationery, Dick Smith and Number One Shoes - would progressively open between then and the end of November, Mr Gapes said.

After that, work would begin on the second stage of the development, which would be worth a total of about $200million on completion.

Five Mile was still to confirm some of the tenants planned for stage two and was working on securing funding for the final three buildings.

''I think by the time we get everything organised, construction will start early in the new year.

''That will go up pretty quick ... there's no hole to fill in, there's no car parks to build, there's no basement.

''Certainly, buildings five and six, which are the two that front the state highway, they should be open by September next year.''

Slightly east of Five Mile is the Shotover Park development, which will be home to Mitre 10 Mega and a Pak'n Save supermarket.

A Foodstuffs South Island spokeswoman said Naylor Love had been appointed as the contractor for the $30 million Pak'n Save, but the company was still waiting for building consent.

That was likely to come this month, enabling work to begin on what would be the resort's fourth major supermarket.

Work on the $20 million Mitre 10 Mega store at Shotover Park began in December.

H&J Smith's managing director Jason Smith said building was progressing and the company would open the store - which would replace the existing Mitre 10 at Remarkables Park - later this year.

At Shotover Park, after an 11-year wait, more than 30 titles were likely to be issued within the next fortnight.

Developer Alastair Porter there were a total of 35 lots in stage two of the development, including Mega Mitre 10 and Pak'n Save, but the developer had retained two lots beside those lots.

''The other lots, 33 I think it is, are ready to settle.

''All of the lots, bar two [retained by SPL] are sold.''He said the company had been trying to get the second stage subdivided since 2004.

The only bonus for purchasers was prices had increased ''substantially'' over the past decade.

''It took a long time, but it's finally good news.''

Mr Porter said the roading network inside Shotover Park was also nearing completion, with a section of road linking what will become the Glenda Dr roundabout on State Highway 6 to an internal roundabout under construction.

Eventually, the existing entrance to Glenda Dr will become left-turn-in only, with other traffic accessing the area via a new roundabout, which is under construction, and a smaller roundabout within Shotover Park.

Work also appeared to be progressing on the Eastern Arterial Rd - which will ultimately link Shotover Park and Glenda Dr to Remarkables Park - with the council close to announcing the successful tenderer for a ''professional services consultant''.

A council spokesman said the next stage of the road would be to construct the link between Hawthorne Dr, at Remarkables Park, Glenda Dr and the new roundabout.

The council's timeline specified physical works for the southern section of the EAR, including core infrastructure and carriageway connection to Glenda Dr, by December 2016.

The total project completion of all works, including the northern section, core infrastructure and storm water discharge to the Shotover River, was to be completed by December the following year.

New Zealand Transport Agency senior project manager Phil Dowsett said major improvements along State Highway 6 at Frankton, between Glenda Dr and Five Mile, were scheduled for completion at the beginning of December.

The $7.5 million project includes the construction of two major roundabouts and internal connecting roads at Glenda Dr.

Mr Dowsett said the agency was funding the highway works with a contribution from the council and developers Shotover Park Ltd and Queenstown Central Ltd, who were providing ''a share'' of the roundabout costs.
