Bowen to explain Labor's budget plans

Chris Bowen is under pressure to explain how Labor would have produced a better budget with the Abbott government's second effort garnering widespread support.

The shadow treasurer will make his traditional post-budget address to the National Press Club in Canberra today.

He will get the opportunity to expand on some of the ideas proposed by Opposition Leader Bill Shorten in his budget reply speech, such as winning bipartisan support for a further income tax cut for small business.

Post-budget opinion polls and consumer confidence have have boosted government fortunes, in sharp contrast to the savage response its first budget provoked a year ago.

Another confidence gauge, the monthly Westpac-Melbourne Institute consumer sentiment survey, will be released today.
