School report editing defended

Editing out portions of a report on issues at Waitaki Boys' High School has been defended by the chairman of its board of trustees, Garry McLeod, as necessary to protect the identity of individuals.

When the report, commissioned by the board from Dunedin education consultant Cleave Hay, was released on Friday, sections of the report had been edited out, including the numbers of people interviewed.

The Otago Daily Times has obtained an unedited copy of the report.

No names were in the unedited report, but the positions of school staff were.

Mr McLeod said yesterday the publicly released report was edited because people could be identified by the positions they held.

He emphatically rejected the suggestion the reason for the editing was because of the content of the pieces edited out rather than the issue of identity.

''Some of those things reported by Mr Hay - are they true or not?

"I don't know. I don't have that information.''

That would be determined via the process the board was working through with Mr Hay's recommendations.

Others were being looked at by the Education Review Office, which is at the school this week as part of a regular visit.

Mr Hay was commissioned by the board to independently investigate issues with management and administration raised with the Ministry of Education.

He presented his report at the start of last month.

His report was to examine issues laid down in the board's terms of reference.

He also identified others that were raised consistently in interviews and phone and email conversations.

According to the numbers in the unedited report, they were with nine current staff, six former staff, 12 parents plus some community members.

He outlined issues that were consistently raised, without making a judgement but repeating them in his report along with recommendations on what the board needed to do to further investigate and, if necessary, resolve the issues.

Issues edited out of the report were, in general terms, similar those published in the ODT on Saturday, but contained more information and concerns.
