Haven St likely to feature

The continued closure of the main street into Moeraki because it is unstable is likely to be the major issue when the Waitaki District Council visits the town on Wednesday.

The council has an extra ordinary meeting at the Moeraki marae, which has been encouraged by the Moeraki runanga as part of a memorandum of understanding.

The agenda is short - considering recommendations from council committees, an update report on Moeraki activities and the 2015-25 long-term plan and vision.

But at the public forum before the meeting, a delegation is expected from the community to raise issues it has, including the continued closure of Haven St.

The assets update from assets group manager Neil Jorgensen said instability had been an issue for the town since its founding, and the council had done its best to provide services despite this, while keeping rates affordable.

A period of unusually wet weather had meant land subsided at a greater rate than normal and funding was not available to keep Haven St open.

Instead, money was invested in the more stable Tenby St as alternative access.

That route had been used for about 12 months but the community had presented a submission calling for Haven St to reopen.

Reinstatement work on Haven St was not eligible for a New Zealand Transport Agency subsidy.

''The land ... is still subsiding and there is no evidence it will ever stop, or be able to be stopped,'' he said.

If Haven St was reinstated, its life would be relatively short: perhaps five to eight years, depending on weather.

Tenby St had a much lower risk because it was above the slip area and was easier to maintain.

Recognising the concern of the community, the council proposed to spend about $100,000 to construct a single-lane, light-vehicle access along Haven St, 50% coming from district-wide rates and 50% from contributions in either kind or cash from local contractors and business people.
