Views on tennis pavilion lease bid

Four submissions have been received on a proposal to lease out the former Dunback tennis pavilion by the Waitaki District Council.

Submissions closed on Friday after the council advertised for public comment on the New Zealand Motor Caravan Association's leasing the pavilion for use as a communal building for association members, part of its ''park-over site'' scheme throughout New Zealand.

That had attracted opposition from some people because they feared the public would lose access to the pavilion, even though any lease agreement would ensure that was not the case.

While the council has yet to fully analyse the submissions, recreation manager Erik van der Spek believed the submissions supported the proposal to varying degrees, but wanted to ensure public access for the community was retained.

The submissions will be discussed with councillors at a workshop and a recommendation will go to the council, probably at its August 5 meeting.

The pavilion was built by the community using local funds, including an insurance payout from a fire in the Green Valley Hall.

The tennis courts and pavilion were leased to the Dunback Tennis Club until 2007, when the club was disbanded.

The pavilion reverted to the council, which owns the reserve.

In 2011, discussions were held between the Dunback Hall Committee, Waihemo Community Board and the caravan association about leasing the building to the association, which would maintain it.

This was never formalised.

This year, concern over maintenance led to a proposed lease of five years without a right of renewal.
