ORC meetings to discuss flood plans

The Otago Regional Council is organising public meetings this week to update Taieri and Clutha residents about proposed developments in flood protection and drainage schemes in their areas.

The meetings, both to be held at 7pm, are planned for Coronation Hall, Mosgiel, on Thursday and at the War Memorial Hall in Balclutha on Tuesday. 

ORC director engineering, hazards, and science Dr Gavin Palmer said the meetings would discuss projects included in ORC's draft 2015 25 Long Term Plan (LTP) for their respective flood protection and drainage schemes.

The Taieri and Clutha flood protection and drainage schemes provided a level of flood protection for properties in flood prone areas, and the drainage schemes improved land productivity.

ORC staff would also explain how the schemes worked, and also encourage submissions through the plan process, he said.

Otago's flood protection and drainage schemes make up 18% of the ORC's total spend.

The council is consulting on its 2015 25 plan and this week's meetings would outline planned spending on major capital items involving local flood and drainage schemes, over the period.

Long Term Plan proposals include completing construction of the Leith flood protection scheme in Dunedin, costing $12.3 million; work on the Lower Taieri flood protection scheme ($7.1 million); and on the Lower Clutha flood and drainage scheme ($3.5 million).

Capital works in established schemes were generally funded by the depreciation reserve built up for each scheme, with maintenance work funded by targeted scheme rates.

But because depreciation reserves were not always sufficient to cover capital investment, increases in targeted rating were proposed in the plan, supported by internal borrowings.

In the 2015 16 financial year, proposed targeted rates would raise the following: Lower Clutha, $650,000; East Taieri Drainage $420,000; West Taieri Drainage $510,000; Lower Taieri $700,000; Dunedin Water of Leith flood work $1,192,000.

In the LTP, for the Lower Taieri, the planned $7.17 million in additional spending consisted of $6.07 million in increased scheme protection, and renewals/replacements ($1.1 million).

For the Lower Clutha flood and drainage scheme, the planned extra spending of $3.5 million was made up of $1.29 million for further infrastructure protection, and renewals and replacements ($2.18 million).

Public submissions on the plan close on May 4.
