Cigarettes were sold to a minor in a controlled purchase operation targeting 11 businesses in Dunedin, Mosgiel, Milton, Waihola and Balclutha.
On June 2, staff at two businesses sold packets of cigarettes to the 15-year-old volunteer and both businesses were issued with infringement notices by the Ministry of Health.
The maximum fine for selling tobacco to a minor is $500 for an individual or $1000 for a body corporate.
