Four public toilets in central Balclutha are to get a $65,000 upgrade.

The poor condition of toilets outside the Balclutha War Memorial Hall and The Warehouse was discussed by the Clutha District Council's district assets committee last month.

Councillors decided not to shift existing toilets or build new ones as part of the main street upgrade, and agreed the proposed refurbishment of the toilet outside The Warehouse should be brought forward in order to renew it at the same time as the three other toilets.

Yesterday, the committee voted to spend $64,786 upgrading four toilets - three outside the hall complex and the fourth outside The Warehouse.

Council community services co-ordinator Loesje Morrison said the $45,084 refurbishment of toilets at the hall included ''protective artwork'' on the doors to reduce vandalism.

The Warehouse toilet upgrade would cost an estimated $19,702.

The work would bring the conveniences up to a standard that was ''acceptable for the public and a facility that council can be proud of,'' she said.

Work on the toilets will be carried out this year.

The committee also recommended the council should also upgrade the two public toilets at Jacks Bay, near Owaka.

Ms Morrison said the public toilets at Jacks Bay were bought in 2006 and 2008, respectively.

The toilets were used often by visitors to the area, were cleaned daily by a local resident and emptied on an ''as needed'' basis.

The cost to empty the Jacks Bay toilets in the 2012-13 financial year was $600.

A recent council inspection revealed the toilets were badly affected by rust and had substantial corrosion due to the toilets' location at the far end of Jacks Bay Beach and the construction material used, she said.

The toilets were due to be refurbished in the 2015-16 year, but the $15,000 budget had been brought forward.

Council staff suggested using a local engineering firm to refurbish the toilets with hot-galvanized steel, which had a 20-year warranty. The work was estimated to cost $8000 for both toilets.

The Jacks Bay recommendation will come before the full council at its next meeting on April 10.

If approved, the upgrade will be carried out over winter, with the toilets removed to the firm's yard for refurbishment.
