Brown said the club competition was interesting to watch, with most teams having the ability to beat each other on the day.
''Not one team is dominating, which I think is good for the competition and good for club rugby,'' he said.
''Sure, when the finals and the semifinals come around, then the intensity will increase. But every game is important to see how the players perform.''
He felt most positions had depth and some young players were putting their hands up to take up the wing position.
With doubts over the availability of Fa'asiu Fuatai and both Kieran Moffat and Jayden Spence having gone overseas, there are some positions available on the flanks.
There is also doubt over whether fullback Trent Renata will be back for Otago this year as he contemplates his future.
The Otago squad was training twice a week and Brown said he was pleased with the commitment and enthusiasm at training.
Southern No8 Mika Mafi, Taieri first five-eighth Josh Casey, Dunedin loose forward Matthew Vaai and Harbour midfielder Aleki Morris have all joined the Otago squad after some impressive club form.
Fuatai has injured his shoulder at a sevens training camp and is going through recovery. If that is unsuccessful, he will be forced to have another operation on the troublesome shoulder and will be out for the season.
With Hayden Parker gone for the season, also with a shoulder injury, Peter Breen appears to be the next available option for Otago.
Breen is yet to be sighted in club rugby this season because of an injured foot, but he is out of a moon boot and is expected to be back on the field in a couple of weeks.
Young promising University A lock Josh Dickson is still recovering from a sternum injury he picked up in the first club game of the year.
It is hoped he will get back on the field for some club rugby and then be available for Otago.
Otago is working in with the Highlanders over a programme for Dickson's development, wanting the lock to put on some weight.
Brown said Dickson was a player of potential and could have a big future in the game.
''We want him to be playing ITM Cup and then playing for the Highlanders, but there is no way he can do that if he is only 100kg,'' he said.
Sio Tomkinson, who came out of Otago Boys' High School last year
showing promise, still has not played a game at premier club level as he gets over a groin strain. He is expected back in a couple of weeks.
Midfield back Michael Collins broke his hand but should be back before the end of the club season.
Loose forward Lee Allan is still recovering from concussion and has no set time to get back on the field.
Otago has a busy pre-season with four games planned.
A shadow Otago side will play Mid Canterbury in Dunedin on July 14, a midweek date before the club semifinals.
A Sassenachs team will take on the Spartans, from Southland, on July 26, the day after the club final.
Tasman will be the opponent on August 1, again in Dunedin, before the final warm-up match against Southland on August 5 in Riverton.
Otago's opening ITM Cup game will be against Canterbury on August 15 at Forsyth Barr Stadium.
