An overall rates increase of 8.7% is being proposed by
Environment Canterbury (ECan) in the 2010-11 draft annual
plan the regional council will be asked to adopt tomorrow.
However, some ratepayers paying targeted rates face larger
increases.
If the council approves the draft plan, it will go out for
public consultation, calling for submissions which close on
April 30.
Next financial year, the council is proposing to raise its
general rate 3.9% and its targeted rates by 14.3%.
One of the main causes of the increase is the Canterbury
water management strategy, prepared jointly by Canterbury's
mayors, its 10 district and city councils and ECan.
It is adding almost half to the projected rates rise.
Other changes have come from ECan's clean heat project, the
energy efficiency programme, building and consent authority
regulation of dams, navigation safety bylaws for Lyttelton
and Timaru harbours, possum control, waste, hazardous
substances and contaminated sites monitoring and
communication and public transport.
