Respect for the victims of the Bourke St rampage will dominate Victorian parliament when it resumes.

MPs in both houses will move condolence motions on the first day of parliament for 2017 today.

Six people died, one person is still fighting for tjheir life and dozens of pedestrians were injured when a car was driven up Bourke St in Melbourne, including through the shopping mall, on January 20.

The government has promised to reform the bail system in the wake of the rampage - allegedly committed by Dimitrious Gargasoulas who was on bail at the time.

However, the state government says it will wait until a review by former Director of Public Prosecutions, Paul Coghlan, is completed in April before introducing legislation.

Law and order is expected to be raised by the opposition on Wednesday, particularly over youth justice and bail laws.

As well as Bourke St tragedy, the summer break was marred by riots and a mass escape in the youth justice sector.

A new juvenile prison for Werribee South and an administrative overhaul was announced by Premier Daniel Andrews and Youth Affairs Minister Jenny Mikakos on Monday.

But the proposal has already met opposition from the Wyndham City Council which has criticised the government for a lack of consultation over the location.
