The council is offering free registration, microchipping and neutering for menacing dogs. So far, uptake has been poor.
Menacing dogs were classified as Brazilian fila, dogo Argentino, Japanese Tosa, Perro de Presa Canario and American pit bull terriers breeds by law. The offer was also available to people with other breeds who believed their dogs were menacing by action.
Council team leader for compliance, animal and parking services Peter Hanlin said some people did not want to register their dogs.
"People remain flying below the radar because they don’t want to put themselves up and say hi."
The free offers were due to end on June 30 but the neutering offer would be extended.
Mr Hanlin could not provide a new end date for the neutering offer but said it would be extended until the programme’s funding ran out.
The Dunedin neutering initiative had space for 44 procedures, but only about 20 have been taken.
The programme was funded by the Department of Internal Affairs and offered to all district and city councils in New Zealand.
