A metal railing installed on the balustrade of the Dunedin Town Hall circle was "only ever intended to be temporary", Dunedin City Council chief executive Sue Bidrose said yesterday.

The railing has drawn criticism from a variety of patrons who see the rail as a distraction which has a negative effect on their enjoyment of events.

In answer to questions about what the council intended doing about the perceived problem, Dr Bidrose said the issue of the town hall balustrade railing came down to "balancing health and safety needs against ensuring we don't detract from the experience for patrons at the venue".

If the balustrade was built today, it would not meet current safety guidelines, Dr Bidrose said.

"Therefore, the rail was installed last year to address health and safety concerns for the potential for falls. The rail was only ever intended to be temporary," the council chief executive said.

The council had been working hard "to try to find a solution that enhances safety while not obscuring anyone's view and not diminishing sound quality".

"Several options have been considered and discarded and we are still working towards finding a solution that meets everyone's needs as soon as possible," Dr Bidrose said.
