The incident unfolded opposite Carey's Bay Hotel on Wednesday night.
A person who arrived at the scene when the truck was being towed from the harbour told the Otago Daily Times the dog and a female passenger had been in the vehicle when it rolled backwards.
While the Great Dane looked relaxed, the female passenger was visibly upset, he said.
