Police say the information gathered during investigation into the so-called "Roast busters" will undergo a legal review.
Detective Inspector Karyn Malthus said investigators were now collating the information.
"This is a complex investigation and any decision relating to prosecution will not be taken lightly. We are, understandably, working closely with our legal team in this regard.
"We are mindful that Operation Clover has impacted on the lives of a number of young people and their families. The investigation has a strong victim-focus and the privacy and welfare needs of the young people and their families remains a priority."
Police said the Operation Clover team would not compromise the investigation by discussing operational matters in greater detail.
The 0800 OP CLOVER dedicated phone line remained open for anyone who would like to speak to the enquiry team.
The scandal caused widespread outrage after it was revealed young men calling themselves "Roast Busters" were posting videos of themselves online bragging about sexual activities with young girls.
Police initially said they could not take action because they had not received a complaint. It was later revealed a complaint had been made.
The Independent Police Conduct Authority is investigating the police handling of the case.
