Kaka Point dog owner disputes 'urban' dog fees

A Kaka Point dog owner says Clutha District Council dog fees are confusing, discriminatory and unfair.
 
Retired teacher Lyall Butterfield lives in a modest crib in the South Otago coastal village, with two dogs who he describes as his lifelong mates.
 
He's being charged the urban dog fee, but believes urban sprawl hasn't hit Kaka Point yet, so his dogs should be classed as rural.
