One West Coast horse racing club is set to be a winner if the recommendations of a report into New Zealand's racing industry are implemented.
The Messara report is proposing a modernisation of the industry, including the closure of 20 race tracks around the country.
Under the proposal four West Coast clubs could be forced to hold meetings at Kumara.
