The final concrete slab was poured at the new Cromwell Memorial Hall this week.
The first four of the 11m tilt slabs are due to be installed next week.
Council property and facilities manager Garreth Robinson said that having the vertical infrastructure installed meant the project would be a lot more visible.
"Therefore, it’s reaching an exciting stage" he said.
The project was on target and on budget and infrastructure such as three waters connections and vehicle access were expected to be completed by Christmas, Mr Robinson said.
The hall is expected to be opened in 2026.
