One Upper Clutha developer is on a roll with his resource consent applications.

Quartz Group developer Matt Laming completed the 90-lot Sentinel Park development at Lake Hawea last year.

On December 2, his company, Lake Hawea Holdings, got approval to develop Lake Hawea’s first large commercial precinct, next to the Hawea Store and Kitchen.

This week, Mr Laming was finalising an application for the first stage of a neighbourhood development proposal by a group of Riverbank Rd and Orchard Rd residents.

On the "long burn" are plans for the Lake Hawea Hotel, although Mr Laming said on Monday he was not ready to announce anything yet and is now turning his focus to the town’s commercial opportunities.

Independent commissioner Wendy Baker signed off the resource consent for Mr Laming’s Lake Hawea commercial development last week, subject to 38 conditions. These related to facades, earthworks, engineering, street upgrades, signs, wastewater, engineering, landscaping and reserves.

Mr Laming said he hoped to clarify conditions with the council before starting construction between April and June next year.

The precinct would be built in the "local shopping centre zone" on the corner of Capell Ave and Bodkin St.

Mr Laming first presented his plans at public meetings in 2019, before applying for consent in February this year.

Ms Baker decided the application did not need to be publicly notified for submissions and a hearing, because the adverse environmental effects would be no more than minor and no person would be adversely affected.

Mr Laming said it was exciting and significant.

The Lake Hawea commercial precinct comprises three two-storey buildings.

One would contain a restaurant, cinema and retail; the second a supermarket, retail and office space; and the third a medical clinic, retail and eight visitor accommodation units.

There would also be car parks, loading areas, bike sheds and rubbish storage.

Hamish and Erica Mackay have owned and operated the Hawea Store and Kitchen for the last five years.

It is an On The Spot branded business, part of the Foodstuffs Group.

"We have a constructive relationship with Matt and we are working through the finer details with him," Mr Mackay said.

The Riverbank and Orchard Rd development was only just beginning.

About eight landowners have been involved in a rezoning application for the area of rural general land on the outskirts of Wanaka.

Mr Laming said the first stage of development would be between 32 and 40 lots, accessed from Orchard Rd. Another 45 would be released after that.
