However, the bill to ratepayers will be only $95,000, as a subsidy from the New Zealand Transport Agency is funding the rest.
The council's assets committee will on Tuesday consider the cost of damage from heavy rainfall in February and again in May.
Assets manager Neil Jorgensen, who assessed the cost, said: "Costs from these high-intensity rainfall events generally relate to unsealed roads where surface aggregate is lost and the road scoured out."
He said the roading budget could not pay for the emergency work and has recommended the cost come from the roading surplus or, if needed, the council's disaster fund.
