Earlier this week the library was closed due to the confirmed presence of airborne mould spores and fungal contamination.
SDC chief executive Steve Ruru said the site remained temporary but library programmes would continue to operate - "information will be released when we have established where we can hold the programmes".
Staff cannot access the collection at Winton Library so stock would be limited. The number of books each user can borrow would also be reduced.
Hours of operation have changed to 9am to 5pm Monday to Friday and 10am to 3pm Saturday.
