Two classrooms from Enfield School, in North Otago, were lifted into place last week as the trustees of the course try to get the course to a standard where it can hold race meetings again.
The course and buildings were battered by a storm in September 2013 and three organisations had been busy since then working on a solution, Waimate Racing Club president Mike Cooney said.
"It's gone on for about three years now. It's been a long process," he said.
"The insurance and the consents and the trotting club, racing club and trustees were all involved."
Cooney said the classrooms had been at the racecourse for about a year, as the clubs and trustees looked to replace the stewards' stand in particular.
The roofs came off the stewards' stand and the public stand during the storm, which produced 100kmh-plus winds.
"The old stewards' stand was totally demolished and the public stand - well, there's still a little bit of debate about it."
The classrooms will be refitted to make room for jockeys' and drivers' changing rooms, stewards' rooms and a secretary's office.
The Waimate Trotting Club's annual meeting is on March 13 in Oamaru, while the Waimate Racing Club's meeting is also scheduled for Oamaru on June 12.
Cooney said next year would be a realistic date to have racing back at Waimate. Plenty of internal work was still to be completed on the classrooms.
"I think we'd be scratching to be back for our meeting."
