How many New Zealand heritage policy planners also have a PhD in aspects of Russian foreign policy?

Clearly, not many.

But Dr Glen Hazelton, a Dunedin City Council policy planner, heritage, achieved that rare combination at the weekend he graduated with a PhD in politics from the University of Otago.

Dr Hazelton, who has two earlier political studies degrees from Auckland University, focused his Otago PhD on "regime transition and foreign policy, the case of Russia's approach to Central Asia (1991-2008)".

His Otago studies started in 2002 and have involved a series of journeys, including five trips to Moscow, the Russian capital.

"It's really fantastic.

"It's a good feeling to finally get there," he said.

He has been working full-time for the city council in policy planning heritage and studying part-time.

This year, he has also begun working on a masters degree in geography, which he is possibly upgrading to a PhD, focusing on aspects of heritage buildings.
