On time in future

Carisbrook Stadium Trust reports that have not been released two full working days before Dunedin City Council meetings, as required under law, will be made public on time in future, the council has promised.

The trust's reports have been missing from council agendas released before finance and strategy committee meetings three times this year, and were not included again in the agenda released on Thursday for Monday's meeting.

In the past, they have usually been delivered on the Friday before the meeting.

The Local Government Official Information and Meetings Act 1987 states all agendas and associated reports should be released to the public (and the media) at least two full working days before the relevant meeting.

The principle is that the public should be informed of, and be able to participate in, the business of council before decisions are made rather than after.

Council governance team leader Nina Darling said the reason for yesterday's delay was due to the deadline for the agenda closing on Wednesday, but a stadium stakeholders group that met to put together the report could not meet until that day.

The group included representatives of the council, the trust, the University of Otago and the Otago Regional Council.

The council's intention was to hold meetings earlier, so the situation would not occur again.

Council chief executive Jim Harland said there were reasons earlier reports had been late.
