Mr Cull has apologised in writing to the men for any "distress or harm" caused.
The ODT reported in April Mr Cull was facing a defamation claim from Messrs Main and Graham, and the pair were seeking $500,000 each.
The claim followed a Radio New Zealand interview in which Mr Cull questioned the performance of the former ORFU board a day after the DCC wiped $480,000 the union owed it and Dunedin Venues Management Limited.
Mr Graham was chairman of the board, and Mr Mains was the deputy.
Mr Cull wrote to the pair saying he had not intended to criticise either of them personally, and he acknowledged their efforts to rescue the union from liquidation.
