Vandervis offers conditional apology

Dunedin city councillor Lee Vandervis has offered a ''remorseful apology'' for some of his behaviour, but is demanding proof before going further.

Cr Vandervis issued his apology in an email sent to Mayor Dave Cull, councillors, staff and audit and risk subcommittee chairwoman Susie Johnstone at 4.22pm today.

In it, he ''unreservedly'' acknowledged his ''loudness behaviour'' towards Mrs Johnstone and council chief executive Dr Sue Bidrose, which resulted in two code of conduct complaints against him.

He was also prepared to apologise for misleading the audit and risk subcommittee, but only if he was first provided with ''hard evidence'' the Citifleet fraud probe had been widened.

He had earlier suggested to the audit and risk subcommittee the scope of the police investigation into Citifleet was too narrow, despite assurances to the contrary, prompting a third complaint against him.

All three complaints were upheld by the council's code of conduct committee, but Cr Vandervis walked out when asked to offer a genuine apology - or face the temporary loss of his voting rights - at Tuesday's council meeting.

Cr Vandervis said the evidence he would accept included Deloitte's full report into the Citifleet fraud, which he had been requesting since November.

He also offered to sign a ''confidentiality affidavit'' not to release the confidential material until after the police investigation into Citifleet was complete.

Mr Cull said when contacted the offer of a conditional apology did not appear to satisfy the council's resolution, but it would be up to Dr Bidrose to decide.
