The Southern District Health Board has refused to release a media communications plan drawn up to aid board commissioners.
When the board members were sacked in June, the board faced many media queries about the governance change, and a communications plan was drawn up.
In its response under the Official Information Act, the board says the communications plan will be released when the board's new work plan is approved for release.
That plan, which will spell out the board's future, is understood to be awaiting sign-off from Wellington officials.
