Supt O'Fee led New Zealand's police contingent to East Timor in 2006, where it worked closely with the New Zealand Defence Force in the area of Becora, east of Dili, to restore order to the country.
Police were deployed to East Timor following riots in the capital of Dili and were involved in crime prevention, investigations, prosecutions and other operations.
Supt O'Fee was district commander of the Tasman police district for nine years, and is now based in Wellington as the commander of the police operation for Rugby World Cup 2011.
In 2007, he was made a Member of the New Zealand Order of Merit.
Dunedin Returned Services president Jenepher Glover was delighted Supt O'Fee decided to attend the Dunedin service.
"He is very charismatic and great speaker."
She hoped the service would again attract a large crowd.
In the past two years more than 7000 people attended.
A march to the cenotaph would precede the 6.30am dawn service.
A posy-laying ceremony would also be held at the Andersons Bay Cemetery at 9.30am and a service at Montecillo Veterans Home and Hospital at 11am.
