Pay-and-display machines have been installed outside the brewery, prompting complaints drivers will have to feed the meters when they fill containers with water.
Council senior traffic engineer Bruce Conaghan acknowledged the new meters could restrict free access to the tap, the meters being active from 9am to 6pm.
"It might be a problem during the day.
"On weekends, you should be able to park there. It should not be a problem."
The council had been working with Speight's on parking issues, resulting in a coach parking area further down the hill.
Mr Conaghan said the council would monitor the area to check for any problems.
Dunedin City Council planning and environment committee chairman Michael Guest said he had not heard about the problem, and he guessed some would say it was too late to remove the meters.
"Nothing is too late for the application of common sense."
