Almost 200 nations have extended a weakened United Nations
plan for combating global warming until 2020 with a modest
set of measures that would do nothing to halt rising world
greenhouse gas emissions.
New Zealand will not sign up for fresh commitments under the
Kyoto Protocol, Climate Change Minister Tim Groser announced
