Spanish Foreign Minister Miguel Angel Moratinos says the two countries have put their differences behind them.
Moratinos said on Tuesday, following a meeting with Chavez, that "the page has turned" and the nations are ready to begin a new stage of relations.
Diplomatic relations between the two countries soured in November, when Spanish King Juan Carlos told Chavez to "shut up" during a summit meeting in Chile. Chavez had angered the king by calling Spain's former premier, Jose Maria Aznar, a fascist.
Chavez later threatened to nationalise the Venezuelan subsidiaries of Spanish banks.
