ORC code of conduct complaint likely

The Otago Regional Council looks set to become embroiled in the sort of internal bickering that is more usually the territory of its city council cousin, with the fallout from Wednesday's meeting looking likely to result in a code of conduct complaint.

Cr Bryan Scott, along with Cr Gerry Eckhoff, tabled a document raising questions about whether chairman Stephen Cairns' position was "compromised" because of his role as a real estate valuer.

Asked last night if he planned to take the matter further, Cr Scott said: "I think what I would like to say is basically anything that needed to be said from our perspective, we said it at the council meeting.

"I have no further comment."

Asked if it was time to provide evidence of a conflict of interest, he responded: "I've said everything I'm going to say at this point."

That reply was "absolutely disgusting", Cr Stephen Woodhead said.

He went to the council yesterday, and had "a good read of the code of conduct", as he expected other councillors would do.

"It's my belief the process yesterday was inappropriate, so you'll just have to wait and see."

Cr Woodhead said there had never been a code of conduct issue in his time as a councillor, and it was "new territory" for the council.

"I'm just blown away," he said.

Councillors had jobs - he was a farmer - and stood aside when there were potential conflicts of interest.

He said Mr Cairns had done a good job of that.

Mr Cairns said yesterday he would let the council deal with the issue.

Asked if he felt his name had been smeared without evidence, Mr Cairns said: "I'm upset because there were opportunities to deal with this appropriately.

"The first would be, for God's sake, to come and talk to me."

He had reread the document Crs Scott and Eckhoff tabled, and said he did not understand what they were on about.

Cr Duncan Butcher said councillors were "ambushed" by the event.

"It might take a few days for people to sit down and think about it."
