Submissions invited on changes to annual plan

Consultation has started on the Clutha District Council's annual plan and proposed changes.

Residents have until April 21 to make submissions in the consultation process for proposed projects and changes.

These include changes to the dog control policy and expanding the liquor ban area in the streets of Balclutha.

The council will take concerns or advice from residents about whether it should extend its liquor ban area in several parts of the town, including a section of Paisley St near the former courthouse.

This was suggested by police as people have started congregating in spaces created as part of last year's main street upgrade.

The changes to the bylaw related to dog control were part of a review required every 10 years under the Local Government Act 2002.

The proposal suggested dogs no longer be allowed in cemeteries on a leash as there were concerns people were not cleaning up excrement.

The new bylaw also proposes to change the classification of dogs in the Clutha district, which would affect registration fees. At present, dogs are classified by their place of residence and are either urban or rural dogs.

The proposal would reclassify rural dogs as ‘‘non-working'' or ‘‘working''.

The council was also considering how to suppress dust on unsealed roads, due to increased servicing costs and complaints about the dust.

At present, the council shared the cost of applying short-term dust suppressant outside houses within 100m of an unsealed road.

Options being considered included changing the amount the council contributed to the cost of the suppressant, ending dust suppression or creating a permit system for residents to organise it themselves.

The council also wanted to know what residents thought about how best to improve the Palmer Place stormwater system at Taieri Mouth, which was identified as being high priority.

Options included increasing maintenance or installing a new pumping station.

The council wanted feedback and would make decisions based on submissions on the proposals.
