Evidence released for hearing

Fulton Hogan has released its evidence ahead of a major hearing next month over its plans to open its quarry in Templeton.

About 16 reports have been received by Environment Canterbury in support of the proposed quarry at Dawsons, Curraghs, Jones and Maddisons Rds.

Experts have given a wide range of evidence on air quality, human health, traffic effects, noise and water quality and water use.

Evidence has also been received from Fulton Hogan national environment and sustainability manager Donald Chittock and general manager Craig Stewart.

In his evidence, Mr Stewart said: “Fulton Hogan has invested a significant amount of time and resource into selecting and developing the proposal for Roydon Quarry.”

He said the quarry will be commercially viable and has a real opportunity to showcase exemplary quarry management and rehabilitation. “Fulton Hogan is committed to continuing engagement with the (Halswell-Hornby-Riccarton) community board beyond the consent process.”

“We want to ensure . . . Roydon is operated as a positive contributor to communities.”

Mr Chittock said as a long-term neighbour, Fulton Hogan is committed to maintaining a good relationship with the Templeton community.

He said the company has made a number of changes following consultation with the public.

They include no processing of aggregates before 7am or after 8pm and there will be a limit of 800 truck movements a day.

Heavy vehicles will also not travel on Jones Rd (west of the access), Dawsons Rd north of Jones Rd, or on Jones Rd east of Dawsons Rd between 8pm and 6am.

Now all submitters intending to use expert evidence in support of their submissions will have to provide it by October 14.

It comes as Fulton Hogan’s legal counsel said it would not oppose allowing people to speak at the hearing who initially only opted to provide written submissions.

But ECan said this will be determined by the independent hearings panel.

Templeton Residents’ Association treasurer Jolene Eagar said it is important the hearings process is made as easy as possible for people not used to public speaking.

“These are people who care about their town and where they are living and how this is going to affect them. We have to make sure it is not off-putting to people,” she said.

Meanwhile, details on the venues for the upcoming hearing have been revealed.

From November 18-22, it will be held at the West Melton Community Centre in the Pearce Lounge from 9am-5pm.

The second week from December 2-6, will be at the Wigram Base Hotel in The Ballroom from 9am-5pm.

The third week from December 9-13 will be in the Phar Lap Room at Riccarton Park (Racecourse) from 9am-5pm.
