Opinion: Mayor on the Pegasus golf course zoning

Like many in our community, council only became aware that the sale of the Pegasus golf course was definite when the news became public, writes Waimakariri Mayor Dan Gordon.

Since then, there has understandably been a high level of interest and concern from Pegasus residents and the wider district about what the future may hold for this important community asset.

At the time of writing this, to my understanding, there have been no approaches to council seeking rezoning or any formal information requests relating to future development of the site.

Under the partially operative District Plan, apart from the hotel and spa which were consented and incorporated into the District Plan, the land is not zoned for housing.

The golf course also has its own special purpose zoning, which reflects the significance of the site and the role it plays within Pegasus.

If the new owner wishes to pursue a change of use in the future, there are formal statutory pathways they would need to follow, such as applying for a private plan change or seeking approval through the fast-track process.

Any proposal would need to involve community input and consideration of local feedback.

The voices of Pegasus residents, the Pegasus Residents Group, the Woodend-Sefton Community Board and the wider community must be heard as part of any future discussions.

I also believe it is important to acknowledge the original vision of Bob Robertson for Pegasus and the role the golf course and lake have played in shaping the identity of the town.

Those features are deeply valued by residents and are part of what has made Pegasus such a distinctive place to live. I hope the new owners honour this.

Council understands the strength of feeling within the community. We will definitely continue listening carefully to residents and stand up and advocating for residents as the golf course is an important asset to the community.

I have requested a meeting with the new owner so I can gain a better understanding of their intentions for the property.

I also want to discuss the interim maintenance of the golf course, along with ideas that have already emerged from within the community about helping care for the site in the meantime.

Once there is greater clarity around the owner’s plans, and after further discussions with the community and key local groups, council will then be in a position to consider its formal response and next steps.
