The Highlanders reviewed all their protocols and procedures long before recent high-profile incidents off the rugby field.

As the Wellington Rugby Football Union released a report yesterday on how it handled the Losi Filipo case, Highlanders chief executive Roger Clark said the franchise had done a full review of its protocols and procedures over the past 12 months.

With the Highlanders coming under new ownership about 12 months ago, Clark said they then set about doing a full review of everything connected with the operation and its structures.

That included things such as expectations of players and their behaviour right throughout the week, to health and safety.

Clark said players were well aware of what was expected of them and there had been plenty of discussion about it.

''I would be pretty bloody disappointed if they were not aware of it. The players have been provided with plenty of education and should be taking it on board,'' Clark said.

''Players reflect society and because they are professional players then they have a higher expectation with regards to their behaviour. Whether they like it or not that is the way it has developed.

''They have to be responsible for their behaviour all of the time.''

The New Zealand Rugby Union announced in November a nine-strong panel to review the culture and responsibility in New Zealand rugby.

The panel includes St Hilda's Collegiate principal and former netball administrator Jackie Barron and will report back to the national union some time next year.

It also includes former All Blacks Keven Mealamu and Michael Jones, along with Olympic double gold-winning canoeist Lisa Carrington.

Otago Rugby Football Union general manager Richard Kinley said he was waiting for guidelines to come through from the national union and that would lead the provincial union's response.

The national union had provided some general information which the Otago union had found quite helpful.
