The majority of jobs are from the Dunedin-based construction division, which will reduce Downer jobs across Otago from about 430 to about 400.
Downer was asked and confirmed 33 is the final number of redundancies.
Amalgamated Workers Union representative Steve Scandrett said all of the people affected had to reapply for their roles.
He said while some positions were entirely disestablished, some jobs were lost and Downer was seeking partnership arrangements with other companies.
Contacted for comment, a Downer spokeswoman confirmed the company had completed the restructure process and the people involved had been "advised of the individual outcomes for each role''.
"We continue to work alongside the teams involved and offer both personal and workplace support during this transition,'' the spokeswoman said.
Mr Scandrett said it was "predominantly'' Dunedin construction jobs, from workers to supervisors, who were being made redundant, with the balance from management changes elsewhere.
He said there were no negotiations over redundancy packages, as staff were covered by a collective agreement and Downer was adhering to that agreement "by the book''.
