This was to protect the person’s privacy, the council said.
It was also "satisfied that the public interest does not outweigh the need to withhold the information to protect privacy".
The Otago Daily Times asked for a tally of the number of complaints filed this year about the manager, including a breakdown of how many came from inside and outside of the council.
The council’s decision to decline the request for information came after it also declined to disclose the terms of reference for an investigation into the conduct of the manager.
Concerning the terms of reference, the council said it "neither confirms nor denies the existence or non-existence of information asked for about a claimed investigation".
The investigation’s existence was revealed by the ODT last month after the council had appointed a King’s Counsel to look into the manager’s conduct.
The manager has not responded to invitations to comment.
