Leadership dominoes keep falling at DCC

More change is coming to the Dunedin City Council’s executive leadership group.

Chief financial officer Gavin Logie has resigned, for health reasons, the council confirmed.

Mr Logie’s resignation follows two others announced in recent weeks, for community services general manager Simon Pickford and infrastructure and development general manager Simon Drew.

The council has proposed adjusting its executive leadership team structure on an interim basis for a year amid some uncertainty in the local government sector arising from national reforms.

Council chief executive Sandy Graham said the proposed structural change applying for 12 months would ensure "continuity and stability while allowing time to consider how the various legislative changes will affect key areas of our operations".

Mr Logie worked for the University of Otago’s financial services division for 14 years before he assumed a financial controller role at the city council in 2015.

He became the council’s acting finance and commercial general manager in 2020 and was appointed chief financial officer the next year.

Mr Logie also filled in as the acting chief financial officer in 2016.

He is to leave the council next month.

Mr Pickford’s community services general manager responsibilities have been picked up by Jeanette Wikaira, who was promoted within the council to general manager of Maori, partnerships and policy in 2021.

Her responsibilities would transfer to Māori partnerships manager Nicola Morand.

Mr Pickford is departing the council in late October and until then will work on projects in civil defence and community resilience.

Mr Drew will leave the council next month, taking up a new national role with Fulton Hogan.

One area of national political uncertainty relates to the future of water services, and implementing Three Waters work is a responsibility of Mr Drew at the council.

Ms Graham said the council anticipated various changes to the local government sector as a result of proposed legislative reform, including Three Waters.

There would be limited consultation with affected staff about the proposed structural changes to the executive leadership team, she said.

Changes would be announced publicly once confirmed.
