Senior Sergeant Anthony Bond said the impairment prevention team undertook a checkpoint in Crawford St, central Dunedin, between 7.45am and 9am.
It issued five infringement notices for people using their phones while driving, and six notices for people not wearing seatbelts.
"They will be continuing this over the summer period, and feedback from them was that they were disappointed a number of heavy motor vehicle drivers weren’t wearing their seatbelts as well," Snr Sgt Bond said.
