Dunedin City Council parks manager Lisa Wheeler said steel supporting rods would be inserted in the monument, before the restoration of finials and ornamentation by a professional stonemason.
The two-year restoration had an original budget of $500,000, but would be completed for under $350,000, Mrs Wheeler said.
''The stabilisation work should be done by May 22 and we're wanting to have it all completed by the end of June.''
The Bell Hill stone and Hobart Town stone monument was built for 2000 in 1864 to honour Otago settlement founder William Walter Cargill (1784-1860).
