The rig, containing 21,000 litres of diesel and petrol, had rolled off the road the day before.
Sergeant Ian Kerrisk, of Alexandra, said neither speed nor alcohol were factors in the accident.
The investigation was continuing but the driver was likely to face charges, he said.
Hooker Pacific fuel haulage chief executive Andy Stanley said no decision had been made on what would happen to the $200,000 vehicle.
No fuel had been spilled in the crash, as the tanker had shut-off valves designed to prevent spillage in an accident, Mr Stanley said.
The fuel being carried in the tanker was mostly diesel.
It was all pumped from the crashed tanker into another tanker the previous evening .
