
Councillors would consider a draft annual plan outlining changes to forecast budgets set in 2015 in the present long-term plan.
The draft annual plan would then be distributed for feedback from the public.
Clutha Mayor Bryan Cadogan said the proposed rates rise of about 2.4% was an average over the different areas in the district, where rates varied. Some urban areas could expect a rates increase up to 4.5%, while increases in rural areas would likely be lower, he said.
A report to councillors says rates increases will be offset by proceeds from forestry sales.
Several new capital projects were also included in the draft annual plan or had been brought forward, including the installation of LED street lighting in Balclutha, sewerage improvements and money for Reserve Management planning.
After the draft was signed off people would have a month to provide feedback, with submissions closing on May 12, Mr Cadogan said. Time would be made available to groups or individuals to talk to council about their views or wishlists on May 18.
A decision on changes would be made on June 1 and the plan formally adopted on June 14.
The 2017-18 annual plan would take effect from July 1.
