The annual scholarship is awarded to encourage young Maori students to excel in accounting and contribute to the economic development of the Maori community.
"I feel honoured. I definitely wasn't expecting it," Ms van der Loo said.
"I am very proud to be of Maori descent and it is important to me to give back to all the people who help me achieve my goals and to make my whanau proud.
"I have an indescribable passion for accounting as it just seems to make sense to me."
The 21-year-old already had plans for her $5000 cash prize.
"I'll use the money to help pay off my student loan," she said.
Ms van der Loo grew up in Balclutha and was head girl at South Otago High School before moving to Dunedin to study commerce and law at the University of Otago.
She is a member of the Maori Law Students Association and a volunteer at the Dunedin Community Law Centre.
NZICA chief executive Terry McLaughlin said Ms van der Loo's dedication to her community stood out.
"The judges described Anita as 'a shining light' and commented on what a well-rounded, capable student she is, with significant drive, commitment and demonstrable leadership," he said.
