Mr Cairns (63) was on the council for three terms from 2001 to 2010, the last two of which he served as its chairman.
He was also previously the environmental portfolio spokesman for Local Government New Zealand.
Mr Cairns worked for decades in property and property development, most recently with Arrow International.
